In the 2025 Address of the President of the Republic of Kazakhstan,
the need to reform corporate governance in the public sector was emphasized. The priority is to build a governance system based on transparency, accountability, and efficiency.

Qasym-Zhomart Kemeluly: “State organizations and companies are growing without reason, hindering the full-fledged development of the private sector. In the country there are
about 25 thousand entities in which the state
participates, and most of them have functions and structures that withstand no criticism,” he said.
Reforming corporate governance is important for all stakeholders:

  • for business — a predictable and investment-friendly,
and for residents, an attractive environment,
  • for society — quality public services and
    a reduction in corruption risk,
  • for the state — effective management and sustainable development.
